On October 17th, a significant meeting took place in Shenzhen, organized by the market regulatory agencies of Guangdong, Shandong, Fujian, Guangxi, and Hainan. This assembly culminated in the signing of a Memorandum of Understanding aimed at enhancing regional collaboration in inspection and testing among these five provinces and regions.

Inspection and testing play a fundamental role in strengthening quality management, improving market efficiency, and facilitating trade within a market economy. They are not only essential for accelerating the development of new productive forces but also critical strategic points for growth.

During the conference, participants emphasized the need to enhance communication and information exchange among their agencies. They committed to advancing collaborative regional oversight, jointly conducting capacity validations, supporting institutional cooperation, and strengthening team capabilities. By establishing a comprehensive regional collaboration mechanism, they aim to tackle significant issues, share inspection and testing resources, elevate governance capabilities, and foster innovation in the inspection and testing services sector.

The conference underscored the importance of actionable collaboration. The regulatory agencies from these five regions plan to hold an annual meeting dedicated to inspecting and testing collaboration, where they will review the accomplishments of the past year and outline priorities for the coming year. Additionally, multiple specialized working meetings will be conducted throughout the year to discuss specific collaborative tasks and ensure the effective implementation of agreements.

During the meeting, representatives from the National Market Regulation Administration’s Recognition and Testing Division convened with officials from the inspection and testing regulatory departments of the five regions, as well as the China Inspection and Quarantine Science Research Institute’s Testing and Evaluation Center. They engaged in discussions focused on advancing the technical review work for the qualification accreditation of inspection and testing institutions. The Shenzhen Institute of Metrology and Quality Inspection also shared valuable insights and experiences regarding how inspection and testing can promote industrial optimization and upgrade processes.
